A Conscience Shaped by God
Rev. Enoch Nii Narh Thompson | November 2, 2026 | Romans 13:3–5

KEY VERSE: “Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.” Romans 13:5
MESSAGE:
In Romans 13:3–5, Paul continues teaching Christians about their relationship with governing authorities. He explains that rulers are meant to restrain wrongdoing and encourage what is right. Those who do wrong may fear the consequences of the law, but Paul points believers to a deeper reason for submission: conscience.
Fear of punishment can influence behaviour. A person may obey because an officer is present, a supervisor is watching, or breaking the law carries a penalty. The Christian has another reason for choosing what is right. God’s Word shapes our conscience, and His Spirit guides it. We recognise that beyond human authority, we are accountable to God.
A godly conscience helps us discern right from wrong and choose what pleases God. When Christ reigns in our hearts, obedience becomes an expression of our devotion to Him. We seek to do what is right because we want to honour God in how we live.
This matters when nobody is watching. A God-shaped conscience calls us to the same integrity in public and private. We should not need the threat of punishment before we act responsibly. Whether we are dealing with the law, fulfilling responsibilities at work, handling another person’s property or making decisions known only to ourselves, our conduct should reflect our accountability to God.
God’s grace forms a godly conscience, and His truth shapes it. As we submit ourselves to Him, He teaches us to live with humility, integrity and obedience. Our response to rightful authority then becomes part of a life that seeks to please God.
FEET AND HANDS FOR THE MESSAGE:
Examine the motives behind your actions today. Do what is right out of conviction, even when no one is watching. Allow God’s Word to shape your conscience and guide your decisions. Respect rightful authority, fulfil your responsibilities faithfully, and practise integrity in both public and private life.
PRAYER:
Gracious Father, thank You for the gift of a conscience guided by Your truth. Help me to walk in humility, integrity and obedience. Shape my thoughts and actions according to Your Word so that my life may honour You in all things. In Jesus’ name, Amen.
THERE SHALL BE SHOWERS OF BLESSING.
SHOWERS! BLESSINGS!!

DAILY word study: NECESSARY The word “necessary” comes from the Greek anankē (ἀνάγκη). It means necessity, obligation, or something that must be done.
In Romans 13:5, Paul says that submission to rightful authority is “necessary.” His use of anankē underscores the believer’s responsibility. Paul has already spoken about the possibility of punishment, but he now points to conscience as another reason for submission.
For the Christian, conscience brings our actions before God. When His Word shapes your conscience, you recognise a responsibility to do what is right even when no one is watching, and no immediate consequence is expected.
Anankē reminds us that some actions become necessary because we recognise our accountability to God. A conscience shaped by Him moves us toward responsible and obedient living.
Reflect on this:
What right action has your conscience been reminding you is necessary today?
